Hi guys, this is my first post here and first i wanna say that i appreciate ur knowlege of D&D rulles. I have a question about skill points. I´m a 9th lvl dwarven cleric, with an intelligent modifyer of 0 . I get 2 skill points per level gained (2 + int modifyer). If i get a headband of intellect +4, for example, and use it just before getting to lvl 10. Would i get 2 more skill points (because of the int modifyer) or not? Thanks for ur help.

I may be wrong but I believe skill points are retroactive. If you gain 4 points of intelligence you immediately gain 2 skill points/level as a result.
 

i think this might be debateable...

First question to rise: does artificial intellegence increase your number of skills points... -> probably not... if you were wearing the headband for a while (not just the 2 min u were taking lvl up) i would allow you to get the 2 extra skill point for that level...

I am not sure however that any intellegence increase would change your current number of skill point etc.: if you lose intelligence you dont lose already gained rank... neither do you get more rank for increasing your int...
 

IMC it would not give extra skill points at all. Ability enhancements from items or spells do not change hp or skill points. Permanent ability enhancements (inherent or level-gained for example) retroactively add to hp and skill points (but not new languages). It makes bookkeeping easier. Permanent ability drain removes hp and skill points (player's choice), but skills get a "grace" period in case the player wants to and can get Restoration/Greater Restoration (about a week, game time).

Headband of Intellect

This device is a light cord with a small gem set so that it rests upon the forehead of the wearer. The headband adds to the wearer’s Intelligence score in the form of an enhancement bonus of +2, +4, or +6. This enhancement bonus does not earn the wearer extra skill points when a new level is attained; use the unenhanced Intelligence bonus to determine skill points.

Moderate transmutation; CL 8th; Craft Wondrous Item, fox’s cunning; Price 4,000 gp (+2), 16,000 gp (+4), 36,000 gp (+6).

The transmuted creature becomes smarter. The spell grants a +4 enhancement bonus to Intelligence, adding the usual benefits to Intelligence-based skill checks and other uses of the Intelligence modifier. Wizards (and other spellcasters who rely on Intelligence) affected by this spell do not gain any additional bonus spells for the increased Intelligence, but the save DCs for spells they cast while under this spell’s effect do increase. This spell doesn’t grant extra skill points.

Yeah, magic items that increase your intelligence while you have them do not change your skill points. Otherwise, you would have a paperwork nightmare.

Unfortunately, I don't believe that this is the case...I don't think that intelligence gains grant retroactive skill points; you just get the additional points going forward.

When an ability score changes, all attributes associated with that score change accordingly. A character does not retroactively get additional skill points for previous levels if she increases her intelligence.

It's all right, don't worry about it. That's why these threads are here, to work out the rules.

That being said, if you can provide an SRD quote or a page reference for what you think the rules are, that's useful. Sometimes it gets confusing when there are a bunch of things to refer to, and the rules are fuzzy, but references are alwyas useful.
