I've changed "Sleep" IMC as follows.
Sleep: Sleep affects 1 hit die per caster level, maximum 8 hd at 8th level. Foes with 5+ hit dice/levels are not affected.
That makes it less OTT at low levels, but gets more powerful later, like magic missile. It also means Wizards can't 'Sleep' ogres for the cost of a 12.5gp/1 XP cl 1 sleep scroll.
