Candle caster 10/wizard 10, with two striped candles. Each striped candle has two triple-empowered Flame Arrows.
On her round, the candle caster (who is hasted by a method of your choice) lights both candles and casts a quickened, empowered Flame Arrow.
Result (I make everything d6's for ease of calculation.) Each arrow would normally be 4d6. Triple empowered --> 10d6 per arrow. There are 20 such arrows. There are also 5 empowered 6d6 arrows. That's 230d6 damage. Assuming each of the 25 hit rolls hits but is not a critical, this is an average of 805 damage.
