Well, I checked ... the item description says that you have to grasp and release the stone to use it for yourself...

But what kind of action is this? A melee touch attack vs. AC 24?

Well, you ee it works like this...

Buy one of those windup mobiles that you can get for a baby's cot. Next, attach the painted ioun stones by thin cord. Then you make the mobile invisible, and voila! You have your very own deceptive hat of ioun-orbiting!

What's more you also have some relaxing tunes for the whole party to join in with around the campfire at night.

How would the stones float?

A burnt-out stone still orbits. At least that's what's mentioned in the 3.0 SRD. In the 3.5 SRD, no such thing is mentioned, but it isn't said that they fall to the ground once burnt out.
