Sneak attack when someone is prone?

The situation was as follows:

SC jumps through a window and falls prone. Attacker is standing on the roof within 30ft. SC doesn't know that the attacker is standing 'behind' him on the roof.
Can the attacker make a sneak attack? Yesterday I thought it was ok but now I don't think the SC would have lost his dexterity bonus and thus couldn't get sneaked.
The battle was still on so there was no surprise round + flat footed either.

Yes, he can sneak attack him in case he's within 30ft. The other dude will get a surprise action (opponent not aware of him) this round and roll initiative next round. In case he has a higher initiative than the dude on the floor, he will sneak attack him again.

This has nothing to do with losing your Dex bonus while prone, he loses his Dex bonus cause he is "flat-footed" vs. the hidden or "invisible" opponent.

Officially, he should make a Spot check vs. the Hide check of the archer. If he makes his Spot check, he will see him while falling through the window (shadow on the ground or so) and not be surprised.
