Sneak attacks with spells

To me a rogues sneak damage is simply his ability to put that (dagger) in a vital spot to do great damage to that target.

I vastly prefer the model of Sneak Attack shown in the new Sherlock Holmes film. Calculated, precise combination of attacks that render the target incapable of further action; further, the precision requires the target to be distracted, as a fully aware opponent can interfere with the sequence enough to prevent his destruction.

And yes, Holmes used it in close combat. That doesn't mean it is restricted to close combat, simply that it is viable in close combat.

Naw, it was always like this. The sneak attack rules were changed to limit it to once per round rather than once per turn.

Swordmage is what changed how 'using a [foo] weapon to attack' is not the same as 'using a weapon power'--that 'a weapon' is a tool from the weapon list that may or may not be used in a Weapon or Implement power, and 'using a weapon power' means using a power with the weapon keyword.

But does this mean a Sorceror/Ranger (bad combo I know, but follow the logic) can apply quarry on a spell and Sorceror damage bonus?

For Hybrid Sorceror/Ranger no you can't but for a MC one yes you can.

Hybrid strikers got their bonuses moved to being specific to the powers from each class - because they can use those bonuses all the time if applicable, so they would do double Striker-ness every go if not limited.

MC strikers generally get to use the additional strike techniques once per encounter so they let them stack. I consider this the case as for my Wiz/Ranger MC I was told Quarry Damage on spells was fine (even if the spell didn't do damage) as long as I met the rquirement of "hitting my quarry".

So if you attack using a light blade (spells use the implement they cast through) and have combat advantage you can deal Sneak Attack Damage with a spell.
