Ok, what about teleport trick stuff. He teleports away after shooting a really long ranged encounter power. Then teleports back some rounds later, after having a cup of tea in his office.

Is "some rounds" 50, for five minutes? Then sure! If it isn't, then no.
 

Maybe it's easier to understand this way:

At-wills recharge immediately.
Encounters recharge after 5 minutes (50 rounds) rest.
Dailies recharge after 6 hours (3600 rounds) rest.

That should answer the OP question I guess.
 

Out of curiosity since I can not remember is it a or statement or a and statement when it comes to encounters and 5 minute rest. IOW is it, it refreshes every encounter or 5 minutes out of combat which ever comes first, or is it 5 minutes out of combat needed no matter what if a 2nd encounter happens in under 5 minutes then you got nothing.

Seriously, is that an actual rule? Because that looks more like a thrice-daily to me.
 

All combats last 5 minutes from what I remember, based on that you only get the cheap shot once. In the event of 50 rounds the fight is over so you still get the cheap shot once.....teleport dosn't teleport as far anymore - unless paragon and epic paths allow the range to go to an office at which point you shouldn't be facing orcs in the first place IMO (at least not ones who consider a 20 range out of combat).

If it happens before 5 minutes of rest pass, it's not really (subjectively) a different encounter, is it?

If it happens after 4.9 minutes of rest, I'd be inclined to give the party the benefit of rest. If it happens before 4 mintues, they're just in the middle of packing back up the bread and cheese they were nibbling on, and not yet ready.

It's a bit fuzzy, but -- if they're different encounters, they're different encounters. 5 minutes is a guide.

edit: rereading, it seems I've missed your point entirely. I'll leave this as a testament to my reading comprehension skills.

5 minutes rest required, no matter what. If you have a second encounter after 3 minutes, for instance, you don't get the benefits of the short rest, and you're still out of any encounter powers you used in the prior fight.
