Sniping Wizard and encounter powers

In other words, what are some creative tactics a party can use to get there encounter powers back while in a dungeon?

I like locking themselves into a room for five minutes while the goblins are banging on the door outside.
Ropetrick spell (if it still exists).
invisibility sphere/10' radius.
illusionary wall.
Simply hide.

Any others?
Everything that stops your enemy from beating you for 5 minutes helps. That could mean you look yourself up inside a abandoned room.

One of the reasons why it's 5 minutes is simply because people sometimes seem to have trouble determining what an encounter or a scene is, and they want a hard definition. There it is, 5 minutes. That's how long it takes to rememorize your spells, charge up mana, recite the 3 holy edicts of Pelor, or your muscle strain to recover.

The scene:

The party defeat a band of kobolds, and a second band show up as the last kobold takes his dying breath to see what the commotion was all about.

This is, no contest, the same encounter.

The party decide to flee. There's probably a skill challenge involved.

Eventually the party end up hiding in a bush. After some tense moments, the leader of the kobolds snarls "get back to your business" and their feet recede into the distance.

To me, it's at THAT point that the encounter is over and rest begins.

And the same would apply if the party's final hiding place was a 10' invisibility sphere or behind an illusionary wall, or inside a rope trick. The encounter stops when the party go "phew, that was a close one", not when they're still sweating it out.

That is how I see the end of an encounter as well. Which is why i do not like a hard coded 5 minute rest period in the game, hence my first house rule.

You're supposed to get rest AFTER the encounter, though.

You don't get it back the instant the dragon stops trying to eat you, you have to sit down and let your heart stop trying to burst from your chest for a bit, maybe have a quick coffee break to settle your nerves.

I figure that the Cake principle works best in this situation:

Encounter powers: you regain them when you have time to sit down and eat a piece of cake without getting crumbs everywhere. You can't do it on the run, and you can't do it while hiding because those darn goblins will smell the cake.

Daily powers: you regain them when you have time to sit down, camp out, and bake a new cake.

Cake-based timing works a lot better than six-second rounds.

I'm not sure which scares me more... The fact that someone came up with this, or the fact that it actually works.
