Sorry for any similarities to The Garrote in the Epic Level Handbook, I tried to keep my idea original, but good ideas are good ideas, if they're yours or not so I feel the ELH needs some credit. Here we go.

Society of Wraiths
An order of assassins and paid mercenaries who lurk in the shadows, and the light. They exist in every street and alley, and every tavern and inn. Their names are not spoken, for you will pay the price. They fear no death because they have already died. More silent than a swooping owl, more stealthy than an obsidian cat, and more destrous than an elven archer. They work with efficiency and precision. They kill on the first striek , but if you survive, you're lucky. For you know when you will die.

Minimum Terms of membership: Hide(10 ranks), Move silently(10 ranks), Death attack class feature(debating--maybe just sneak attack), Ability to cast true strike(through items, magic weapon or spellcasting---also debating).

Suggested Terms of Membership: Previous. Add: Invisibility and Spider climb(Once again, ability to cast or an item)

Conditions of Membership: Iniatiate must pay a fee of 1/3 to all of True Resurrection, depending on your favor before joining the Society.
You will be slain in the manner suiting the Wraiths and if you qualify and are accepted you will promptly be True Resurected.

Other Conditions:
1st contract: 100% of money and items to The Society
2nd contract: Money and profit from items until True Resurrection is repaid, if a debt exists.
3rd contract+:Member may keep all items or choose to keep the fee paid to The society of the fee is less than the monetary value of the items. Artifacts will not be allowed to be kept.


Cost: 1,000GP x(2x CR of target)
Example: 8th level char would cost 16,000GP to eliminate.

The skill ranks are ok, but casting a spell or owning a certain magical item is not ok.
The death attack is reserved for assassins so only NPCs with the prc Assassin can enter this guild. Who says that every killer needs the spell true strike? Casting true strike needs an action in which a good killer (e.g. fighter with bow) could also attack.
A level 20 wizard can also kill his enemies and can have hide and move silently 10 ranks

no. If a killer who has not the assassin prc do not want to wear slippers of spider climbing, because he has boots of elvenkind or boots of haste he can not join the guild?
If a killer who has assassin prc does not want to learn this spells because he thinks other spells more useful he also can not join this guild.
IMHO invisibility is not to be seen either by the spell or by good hide and move silently roll. Or by enchantment spells (hold monster and later modify memory)

Why is the iniatiate killed and resurected? This will cost only money. The guild can use this money for a better purpose.

I dislike this method of calculating the price.
A victim with spellcasting abilities can be harder to be killed than one without spellcasting abilities.
A victim who is famous or is a member of the city council will cost more than a person of the same CR.
A victim who is member of a royal family or a wife with a powerful loving husband who will hunt the murderer after the death of his wife will cost more than a person of the same CR.

In the old AD&D module: Den of thieves was this table of assassination fees.
The victim or a member of his family is:
Nobody special (L0, lower class): 100 gp
Locally known (L1-3 or middle class): 500 gp
Well known locally or known in city (L4-6): 1,000 gp
Well known in city or petty official (L7-9 or upper class): 5,000 gp
Minor city official (L10-12 noble): 10,000 gp
Major city official (L13-15 or wealthy noble): 50,000 gp
Very high profile (L16+ or ruler, governor or local equivalent): 100,000+ gp
