You might take a look at the open-source world, too. I think there's a program called Create that's supposed to be good (don't know which platform it supports, though). But I think it's free.

Also available for hardcore nocrap maximum power is Adobe InDesign - but really, as much as I like Adobe stuff Publisher is just the easiest for lowkey newspaperish layouts. It's exactly the program I used to use for Champions newspaper handouts a few years ago, and I don't see that it's gotten less user friendly.
