Solo monsters get 2 standards?

Been reading through the books (who hasn't), and got a little confused on if Solo monsters get two standard actions a turn. In the DMG on creating or updating solo monsters, it mentions things to do to a normal monster to make it more vicious and actually seem like more creatures. One is that Solo monsters get two standards.

Is this a thing that all Solo monsters can do, or just ones that the DM upgrades. Some of those solo monsters would be pretty nasty if they always got two standards plus a move and a action point.

It's referring to things like what the higher level dragons can do, for example...

Double Attack (standard; at-will)
The dragon makes two claw attacks.

Couple of other monsters can do things like this too (hydra- makes one attack, breath or bite, with each of its heads on its turn)
 



I would like to point out something about the example of the dragon's attacks just for the sake of clarity to the op:

Dragons get two different basic melee attacks, so they can use a bite attack or a claw attack as their standard action. Then they get an at-will power that lets them make 2 claw attacks as a standard action (with higher level dragons potentially getting to make a bite if both their claws hit)
