And the DPS can prevent escape without capping magical power - no one else and no other creature deals with a level cap in the setting and they are all still stuck.

Yeah but they are not all as paranoid as Azalin. This weakness for Azalin makes him more paranoid and means that if he were to escape he needs other people's help. Which is paranoia and fear of other people catching up to him limits.

Likely if he could get over these issues of his, the dark powers would let him go.

Taking away the level cap would not necessarily make him less bitter are paranoid. He was bitter and paranoid before he entered Ravenloft, actually before he became a lich. My version simply has him suffering more from his own paranoia and bitterness.
