In place of Base attack bonus and saving throws, we can put new skill.

Melee combat (Str)
Ranged combat (Dex)

Fort save = Con untrained check
Will save = Wis untrauned check
Ref save = Dex untrained check

Like CoC d20 any character chose Core and non Core skill and get 8 + Int modifier points to spend in (x4 first level).

Weapon proficency rules if a character can efficently use a weapon.

Unless you bump up fighter skill points dramatically, this means rogues will be the best fighters around.

What do you want to achieve with this change?
 

The idea is to build a d20 Classless and suitable for all settings giving a list of skill that fit best the setting itself.

By the way the magic system can be driven by skill... mmm... concentration? Concentration check and I cast Magic Missile.

The feats are gained increasing in level (like fighter or CoC) and a player can chose them from a pool very very wide... accordingly to his background. We can put in this pool also sneak attack and so on.

So we can put away all the fantasy template (but all template in general): the mighty warrior, the fast rogue... and we can play with unique PC.

These are my ideas... :D
 

I don't see what this system could provide that the basic 3E multiclassing system coupled with Prestige Classes and a couple tweaks as suggested in the DMG cannot provide already for Fantasy play.

As far as modern settigns are concnerned, hitpoints and firearms do not mix well imho.

That you'll probably need to have the minimum of bad save and bad Bab to each character, and that the skill would improve that.

Perhaps those skills would be cross-class skill if you consider them like class-skill, and have a cost of 3 or 4 point per rank if they are cross-class.

I propose this due to the problem of disperancy between characters at higher level: the challenge would be specific to all character, a rogue-like character might be totally immune to fireball, while other characters would automatically fail their saves.

Another small rule you might consider is to somehow remove the cap of max skill rank, once you attain the cap, you double the cost (once you are at two times the cap, you double again, or the cost become triple, etc...).

The last thing that you'll probably use, is the netbook of feat, to reproduce most of the class abilities, and minor spellcasting.
