Level Up (A5E) Sorcerer Class abilities - unclear wording

I'm reading through the new classes, and there are a few places where I'm unclear on the wording (or if it's even an error), and hoping the class writers can clarify their intent. Two for Sorcerer are:
  1. Latent Power (p254) - I'm assuming from reading it that this is a "choose one of the following" (because otherwise you're getting an expertise die in performance, persuasion, intiimidation and deception - all at level 3), but it doesn't say that.
  2. Manifestation (p254) - can you change the damage type to your chosen manifestation AND spend a sorcery point to gain the bonus effect? Or is the bonus effect only for spells that were already of that damage type?

1. Probably yes, it seems to imply that you choose 1 of the options, or it would be too massive for a 3rd level class feature.

2. I'd say the former. Despite Sorcerers getting a huge buff in known spells (as they should have), I think "spells known" casters still need some help to overcome their rigidness. Besides, Even if you always like your Fireball to refrigerate, such change will be worthless against Ice Devils and similar ilk...

I mean then you'd just leave it as a fireball...
 

1) Aye it's a choose one feature, on the edits list.
2) When you cast a spell that deals cold damage (which your fireball is after being manifested as cold), you are able to spend 1 sorcery point to make it a Blizzard cold manifested fireball.
