Sovereign Glue questions

I am looking for an easy way to stick arrows/bolts to objects/bad guys, basically, trying to turn a standard attack roll to a touch attack roll. So far, the best bet I have found is Sovereign Glue, but I have a number of questions:

1) If one ounce covers 1 square foot of area, how much glue is needed to coat an arrowhead?

2) Do you need to recoat the bottle if you are dipping an arrowhead in rather then pouring the glue out?

3) As it takes 1 ounce of Salve of Slipperiness to recoat the Glue bottle, how much do you get for 1000 gp?

If anyone has other suggestions how to attach missiles to people/things with a touch attack rather then regular attack, I would appreciate it if you toss that in as well.

Why do you want to stick those arrows to bad guys?

Also, I don't think it would stick to the guy, as the arrow head is so small. You probably need another sort of arrow head (like those toy arrows) so it has enough surface to apply the glue to.

If you want to make it into a touch attack rather than an actual attack, the arrows will stick- but you won't do any damage. If you still opt for an actual attack, however, and you hit, you'll do damage, and the arrow will permanently be stuck in their side.

That's actually quite heinous: They won't be able to get these arrows out unless they have universal solvent or tear it out - dealing further damage.

Maybe he's not trying to do direct damage.
For example, maybe he has cast silence on the arrow...

Actually, that is exactly what is being tried, though light would be another nice one. Right now, we are in a underground region, and trying to spot a target in stalagtites can be a real pain, even if you do have light that reaches the ceiling.
