I was looking at the entry for Anastrianna Galanodel, an emancipated spawn (shadow) in Savage Species (page 76). Under the Create Spawn entry, it says that Anastrianna can control twenty spawn at one time. Anastrianna has 10 HD (3 for being a shadow, 3 for the Emancipated Spawn prestige class, and 4 for being a 4th level sorcerer).
Now, what would be a good general rule for determining the number of spawn that undead can control at once? These seem to be the likeliest answers:
1. 20 spawn
2. a number of spawn equal to twice the master's hit dice
3. a number of spawn whose total hit dice do not exceed six times the master's hit dice.
In the cases where the hit dice of the spawn is equal to the hit dice of the progenitor, option #3 would indicate that each master undead could have up to 6 underlings. That seems a fair number.
