"Special Attacks"

I know this sound videogame-ish, but I was wondering if anyone ever crafted something resembling a system that pretty much gave every or most monsters a 'special attack', for a lack of a better term. I feel like crafting a Blue Magic and Blue Mage system and anything to go off of would be helpful. I don't care if it isn't 3e.

You may want to expand on the question... Blue Mage is lost on me.

But if you mean that each creature gets something special for free, like Orcs get Bull Rush, then it might nifty for some, but not all, creatures.
