Given the inclusion of half-draegloth and half-yochlol - both monsters associated with the drow - I would say that dark elves are DEFINITELY involved. Perhaps "Project G" is an examination of the aftermath of certain drow rituals/practices, or a more detailed look at drow culture?
One quibble - draegloth are half-drow/half-demons, yes? Half-draegloth would be a further dilution of the demonic blood in question; thus, shouldn't they be tieflings?
...On the other hand, I think I rather like the idea of tieflings having specific race affiliations (drow tiefling, dwarf tiefling, human tiefling, etc.), so perhaps I should just keep my mouth shut about that.
Half-breeds is also a possibility, I suppose; the apparent association with the drow may be nothing more than a red herring. Hmmm...in that case, perhaps the book is entitled "The Demihuman Genome Project"?
