Speed of Thought gives you +10' speed so long as you're psionically focused & not in heavy armour. To be psionically focused you'll need to be an appropriate race or class or have the wild talent feat.
 

Oh, and at least 3 levels in monk increases your speed (while unarmored), too.

The first-level maneuver Wind Stride from Tome of Battle gives you a +10 ft. bonus to your base speed for a round, as a swift action; taking Martial Study (Wind Stride) would let you use that maneuver once per encounter.

Also, keep in mind that every 10 feet of speed you have past 30 ft., you get a +4 on Jump checks. (Even if you're not doing running jumps, in fact.)

Then don't forget a barbarian's increased speed in <= med armour.

But to answer the OP, Dash is the only one that I can think of.
 

There's a stance in Bo9S that gives a +10' enhancement bonus, so it can be always on. I believe it's a 3rd level Iron Heart stance. Taking the Martial Study & Stance feats would get you that.
 


heh, imagine a build with barbairan 1/monk 3/ psi-warrior1 (psi focus to increase speed feat)/ warblade 1 (speed maneuver) /duskblade 1 ( fast expeditious retreat)

PLUS the dash feat, and spring attack!!!

Not sure what all that would do,but sounds really munchkin! And a great way to piss of the gm.
