Why? The feat can't be taken more than once. The only side effect it creates is +4 to Jump (yay). You could name it a competence bonus, if strictly necessary.

Back on topic: if you want a really fast dwarf, a Dash feat that bumps his speed from 20 to 30 isn't overpowered at all, and it's certainly less clunky than justifying a level of barbarian or a few levels of monk. And if you want your half-orc barbarian to be "as fast as a wolf", taking this feat and bumping his speed from 40 to 50 isn't much of a stretch.

Well, a level of a class is more costly than a feat in many cases, especially when the said class has alignment or other restrictions. So, I'd rather think barbarian's fast movement is a very special exception. Monk has much flashy numbers at higher levels but it's bonus is enhanced bonus, thus do not stack with magic items and such. A simple feat, which gives +10 ft. which stacks with any other abilities and spells, will be no brainer. The difference between a speed 20 dwarf and a speed 30 dwarf is actually BIG, in my experience.

I don't think it's a matter of cost. One level of Barbarian grants Fast Movement, plus a d12 hp and 4+Int skill points, a +2 bonus to your Fortitude Save, increases your BAB by 1 and grants you Rage. I think it's far too much for just wanting to increase your speed.

It would be a no-brainer for people wanting fast characters, but to those who rely on full attacks (so to be no more!), +10 movement doesn't mean anything.

Take a second level, grab some two handed weapon and head over to Scout. Fastest way to Imp Uncanny Dodge and the GREAT CLEAVE & FPAATT machine with Leap attack and Improved Skirmish. Thanks to the usual scout tactic, you don't need to exchange full attack actions with anyone while dishing out the full big heap of damage everyone expects you to.

Most PCs cannot "rely on" full attacks in many environment, especially if they are slower. If they can't reach to the opponent or move to the right place from where he has Line of Sight to the opponent, he cannot make a full attack. So, speed is very important in 3.0e/3.5e. Or rather, are there any tactical game which is using grid or hexes which speed is NOT important?
