"For all effects related to race, a dragonborn is considered a dragon and a member of her original race."
 

Blade Dancer

I think s-one already mentioned this, but at level 10 Blade Dancer in OA gives 90-ft untyped movement if you base movement is 30 ft, and 120 ft if it's 40 ft. You'd be at least a 20th-level character by then, but even at 1st level of Blade Dancer your speed doubles.
 




I found another speed bonus.

In the spell compendium page 271 there is a domian which grant you +10 speed and some speed spells. You can get this domain even if you are a wizard due to the PHB2 variant domain wizard which grant you a domain in exchange of the option to be a specialized wizard.

As mentioned, many speed bonuses are Enhancement. However, barbarian speed is not--and several variants grant barbarian speed.

A Brb 1 / Drd Avenger (UA) 1 / Spell-Free Rgr 6 would be 30 feet faster than normal, and not have used her Enhancement bonus yet.

Improved longstride +10ft untyped
Celerity Domain +10ft untyped
Initiate of Fharlanghn +10 ft (may be dificult to pull as a shifter but some Gm's may go for it)
