Speed of a boat?

What would the base speed for a boat be? Obviously it would depend on current and winds I realize...Does anyone have any examples of how you could calculate speed of a boat based on current and wind? Or in 3.5 are boats simply assigned a base movement that doesn't change with wind and current?

Mongoose's Seas of Blood has speeds for various boats from 15 ft for rowing boats and fishing boats, to 10 ft for barges, 20 ft for cargo ships and other mercantile ships, whereas most warships and galleons would do anything between 30 ft and 50 ft depending on the make (elven ships do 50 ft, for instance).

With respect to current and windspeed, I'd simply adjust the boat speed according to the current speed and wind speed, in the latter case depending on whether the ship can broadsail/tacking or not.

Arms & Equipment also has some rules:
- Sailing ships go somewhere between 10 and 20 x "Wind Speed Multiplier"
- Rowing ships have speeds between 5 and 15 ft

The Wind Speed Multipliers are:
windspeed : multiplier
< 10 mph : can't sail
1 - 10 mph : 1
11 - 20 mph : 2
20 - 30 mph : 3
> 30 mph : can't sail
