D&D 5E Spell attack rolls

Hello everyone. Still new to 5ed and I had a question about spell attack rolls. For a cleric using Guiding Bolt it says:

A flash of light streaks toward a creature of your choice within range. Make a ranged spell attack against the target. On a hit, the target takes 4d6 radiant damage, and the next attack roll made against this target before the end of your next turn has advantage, thanks to the mystical dim light glittering on the target until then.

The ranged spell attack, does that use Dex or Wis for it's base modifier? Usually Dex is used for ranged but clerics use Wis for their spell attack modifier.

Spells use the spell attack modifier.

Ranged for the most part is there so that you know it can be used at the range listed in the spell and as a key word to denote that if used while adjacent to an enemy you will have disadvantage on the attack.
