It depends on the specific entry for the the monster (like it says above). If there is nothing written, then yes. It does say that the spell-like ability functions just like the spell (unless otherwise noted). So since summon monster spells have the summoned creature act immediately after the caster then I would say yes - again unless it is otherwise specified in the ability description itself (for the monster or possibley a general description of an ability if it exists, but regardless it has to be in a description of the ability and not the spell as far as casting time goes).
