spell lists: how to easily weaken magic for low-magic settings

I'm in the process of rearranging spells and also removing some (wish as the first example that comes to mind) from the wizard spell lists to promote my low-magic campaign. (Sorcerers also have their own spell list)

That being said, I'd like to see what others have done. WHat have you bumped up, what have you removed entirely?

What I did was label all spells as common, uncommone, rare and legendary. The different classifications of spells determine how easy it is to learn and reasearch as well as odds of finding.
 


Learning spells is a spellcraft check of 15 + spell level, to that I add the rarity (+0 common, +2 uncommon, +5 rare, +10 legendary).

The wizard gains two common spells every level for free. If you are getting the spell off of a scroll and you fail the roll, the scroll is ruined in your try. If you somehow come across a permant version of the spell (ancient tablets, stolen spellbook etc) they can always try again, but trying does take time a few days at least. So, time can be the biggest factor.
