Spell Trigger items and effective levels...

Let's say a character has an ability that says "you can use spell trigger items, as if you were a wizard of level X."

From my understanding, this means that said character can pick up a wand, and as long as the spell in it was a wizard spell, and of a level that an X lvl wizard could cast, the character can use it without a problem.. right?

The specifics, if it matters, is a 5th level Binder that is bound to Karsus, and using the Karsus's Will ability. Such a character could use wands that had 3rd level wizard spells in them, if I am right.

If I am, then what about staves? Could this character pick up a staff of fire and use charges to cast burning hands, and fireball, but not wall of fire since that one is higher than 3rd level?

Actually, for spell trigger items the spell just has to be on your spell list, you do not even have to be of a level to cast it yet. You do have to know what spell it is, though. The "as if you were a wizard of level X" part kicks in with staffs when X > the staff's level, as staffs allow you to use your caster level to calculate spell effects.
