Spellbooks and high level characters

Quick question: should the cost of a Wizard's spellbook(s) be tallied against their starting wealth for levels beyond first?

How about the costs of scribing the spells? Should that also count against starting wealth?

Wizards get 2 free spells per level to add to their spellbooks. So if a Wizard has a spellbook filled with only the 2 free spells per level, this should not count against their starting wealth. If they want more spells, I would definitely make them pay for them.
 

The wizard must always spend 50gp for the spellbook itself and is required to pay for any additional spells she places in her spellbook beyond the 2/lvl.

very first line

A wizard Begins play with a spellbook containing all 0-level wizard spells (except those from her prohibited school or schools if any.....

also get your 3 at first level +int in the book, and each level you gain spells, they just get added to your spellbook.

Also the "free" spells gained by increasing level are likewise no cost.

PHB pg 179

Writing A New Spell into a Spellbook

Materials and Costs

"Note that a wizard does not have to pay these costs in time or gold for the spells she gains for free at each new level. She simply adds these to her spellbook as part of her ongoing research."

So bottom line is that a spell book containing only the "free" spells does not count towards the starting wealth of a wizard, regardless of starting level.
