Spellcasting while underwater? No water breathing...

Wildscape uses size to measure water depth, then has some rules for combat in the various depths. Waist deep for a medium creature is medium.. a large creature would be knee deep, a Small creature would be neck deep, A Tiny creature would have to Swim.

Short version:
Knee deep water cost +1 move to enter
Waist deep costs +2 move to enter, provides cover against normal missiles, and a +2 to saves against fire based attacks
Neck deep grants +6 to AC vs ranged attacks and +4 vs fire based attacks. Movement as if firm footing or swimming


The book also covers mud, quicksand, rivers, mountains, etc.. very worthwhile book :)
