This is called a spinning sword. There's another wonky exotic weapon in that book, the hooked sword. If you spend an extra feat, you can join a couple of hooked swords together to make a temporary reach weapon.

I believe the feat you're speaking of is Short Haft -- as a swift action you can switch a reach weapon from 10' reach to 5' reach by "choking up" on the haft of the weapon...

A question for other DM's out there:
Would you allow a PC you use a polearm as an improvised quarterstaff? What would it take for him to treat it as such? Could he threaten with it?

Having watched a polearm fighter (SCA), I'd say it should be able to work that way. But from a balance perspective, I'd say you need a feat do that...
