I have problem with that power. Can i shoot two arrows in single target. Then I make only one attack rol and add damage from two arrows or make two single rolls vs. two enemies or I can make both of this actions?

Maybe when ther are only single enemy i can damage him with only one arrow and the second is lost?

Please help.

The power is quite explicit in saying that you only get one attack per target, so if you only have one target you only get the first shot.

Encounter Martial, Weapon
Standard Action Ranged weapon
Targets: One or two creatures
Attack: Dexterity vs. AC, one attack per target
Hit: 2[W] + Dexterity modifier damage (first shot) and 1[W] + Dexterity modifier damage (second shot).
