I'd remove the staggered casting.
For a lesser but almost equal ability, I'd keep the spells known as they are (so that the removed staggered would work only for metamagics). But really I'd be fine with simply giving one of the higher level spells known earlier as well.
Two other things that I do, personally.
1) I increase the number of skill points to 4+, and give a couple more charisma based skills as class skills.
2) I alter the way they can swap spells. It's never made sense to me that they can only swap on level changes. Sure, it's a balance thing... but I perfer a good reason other than "balance" if/when I can have one. To that end, IMC a sorc can swap out spells either at leveling as normal OR, whenever wanted. To do the second, first the sorc must clear a space by discharging a spell known (referred to as the spell matrix, IMC). Then the sorc performs a ritual every morning for 1 week per level of the new spell matrix to be laid. This ritual is very similiar to the wizard's memorization of spells, and has the same time/sleep/etc requirements. At the end of the 1week/level, if the ritual was performed *everyday* without fail, then the new spell matrix is laid down, and he now knows the new spell.
This doesn't interfere with the overall balance, because it's not really swapping out spells at will. That's a pretty hefty requirement. One week per spell level that you have to have one less spell known in order to exchange seems pretty harsh. As it should be, they are getting a nice spell swapping ability.
It also has the nice effect of allowing me to have a further story of how the Sorc's taught the first Wizard's. Why Sorc's have a spellbook in the first place (and they do if they want to be able to exchange spells with each other and swap their spell matrixes). If you were to discharge a spell matrix without writing it down in a spell book you'd have to do research to get it back!
