Then, yes. I've never tried it, but Rogue/Druid actually has a cool feat called Savage Grapple to apply your SA to every attack against a foe you're grappling while wildshaped, in fact.

pounce wouldnt offer a were tiger / rogue the same, provided the victim was hapless & caught flatfooted or flanked etc.

If you meet the conditions for SA, you can SA.

Savage Grapple just gives you another way of meeting the conditions of SA, it basically adds one -- grappling.
