Paul F. Culotta wrote an adventure called "Operation Manta Ray" back in the 2E days. It involved a mission to extract a spy from a pirate headquarters before he was discovered and killed; naturally, this meant infiltrating the pirate base yourselves. I don't recall what issue it was in, but there are a few Dungeon indexes floating around where you could look it up. If you're playing a 3E or 3.5 game it would take a little converting, but probably not a whole lot.

Just to toot my own horn, Dire Kobold features an adventure by yours truly, called "Free Lunches", in which the party have to conduct a delicate and illegal arms negotiation with unpredictable locals.
