Spycraft foot chases

If any of you are familiar with the Spycraft chase system, you'll notice it's designed for cars, but has a little section on foot chases.

The Drive skill is replaced by the Balance skill, and, of course, you'll have to change maneuvers that increase your speed by 10 or 20 mph to something that makes a bit more sense to a human being :)

In the car chase system, if one vehicle is faster than the other, the slower vehicle can maintain the same speed if it suffers 4 damage per round. What would you do if a character is running at 120 ft per round and another character is only running at 100 feet per round, but wants to keep up?

Do they take damage? Penalties on Con checks to resist fatigue?

Subdual damage seems appropriate.

I agree that foot chases / races are not well handled by the standard d20 combat sequence, or some other games I've played, and a chase manoeuvre system might be a better way to handle it.
