Yuan-ti. The scenario could involve ridding an island of the yuan-ti pirates known as the Sea Serpents.
I was going to go with this, though I was going to say swarms of snakes, giant snakes, snakes on a plane...just lots of snakes. Yuan-ti kinda make more sense though, and probably have better loot.

You could have a magic item that turns the user's skin green. Alternatively, a golem guarding a door that attacks anyone who passes through the door, unless they are wearing green on their body somewhere.

Also I like the idea of the locals paying your party to defeat a haunted pair of bagpipes that have been raising a racket and waking everyone up at ungodly hours of the night and morning. Because I mean, bagpipes! Sure they are traditional, but to those of you that defend them I say you've probably never had a neighbor who is a professional piper and who you can hear practicing from your bedroom...

Yeah, I mean, if you're going with St. Patrick themed stuff, driving the snakes out of Ireland is an easy choice, particularly coupled with the fact that this appears to be a seagoing campaign. It writes itself. No need to even get particularly creative with the monsters. Yuan-ti are easy.
