Simple answer, I would ignore the above debate and go with, yes, you can. If you're group uses the DMG rules, it'll be a bit more costly. If you use the MIC rules, it's the same cost as having the 2 seperate items.

Hey, if I can simply chuck all of those enchantments on the same slot with no price penalty. My wizard is shooting for ring of Wizardry I-IX when can pick up Forge Epic Ring.

Makes a whopper of a cost difference at Epic Level - in the millions.

No, you still pay extra for anything other than a simple "+X" bonus.
