Plenty of item properties are woefully underpowered by general consensus.
As the DM, you can always spice up your treasure awards by combining two such items (that the players ordinarily wouldn't touch with a pole) into one (ideally making it into a nice, but not great, item).
However, there can be no reliable objective measurement system to judge which items won't have unforeseen and abusive side-effects, so you can't (and shouldn't) open up this ability to join items to your players.
The farthest I'd go would be to find a weak property and hand that out to be added onto another item. This effectively grants your players the ability to join items, but only for the properties and powers that you have personally selected.
Do this only if you feel reasonably certain you know what you're doing, however.
