Staff confusion

If a character has one spell from a staff on their class list, but another, can the character:

A) Not use the staff

B) Only use the spell he has on his list or

C) Use all the spells on the staff

I think that its B, but I swear I couldn't find a decent answer in the DMG no matter how hard I looked. If it is A, then the staff of defense can only be used by a multi-classer, a cleric with the domain of magic, or with Use Magic Device. Now that I think about it, who could possibly make a staff of defense in the first place?

The exact quote from the SRD is: "Anyone with a spell on his or her spell list knows how to use a spell trigger item that stores that spell." IMO that means you can use only that particular spell (your option B), and that's how we've always played. However, I can see how a very lenient DM might interpret it differently (option C).

As for who can create the staff, it could be done either by a multiclass ClrN/Wiz1, or by multiple casters working together. Technically, a single caster could even fill the spell requirements by using scrolls or wands via Use Magic Device, though that's hardly an efficient way to go about it.
