Note that there's a good case for Dex, too--a finesse warblade who relied mostly on his strikes to do damage and wanted to maximize accuracy could do well.
There's no reason to put it in Str. As others have noted, damage is taken care of by maneuvers. And when using maneuvers, you make a single melee attack at your highest bonus; at high levels, your highest bonus is almost always enough to hit with.
Since we've got low starting stats, I wouldn't want to try something fancy like TWF, so Int it is. (To benefit from all the extra warblade abilities.)
14 goes into Int. A 15 won't give you any additional benefit until 4th level... and you won't retroactively get extra skills. I'd put the 15 in either Strength or Dexterity, depending upon what sort of weapons and fighting styles I wanted to use and what sort of armor I wanted to wear.
15 -> Strength. That'll benefit most maneuver DCs (for my generic Warblade maneuver picks), and it's easier to keep track of, and it rewards Wizards & Sorcerers who can cast ray of enfeeblement.
