standing and opportunity attacks

the only way you can safely move without opporutnity attacks is through shifting right? So when you're prone? and you stand up, you use a move action and you're not shifting, are you open for OA's?

Standing does not provoke OA's, as you're not leaving an adjacent square.

The trigger is if an enemy you can see leaves an adjacent square, or uses a ranged or area power while adjacent to you. Has nothing to do with move actions. Standing up is a move action, but is not movement.
 

I believe 3.0/3.5/Pathfinder have a rule that says standing up while next to an enemy provokes an opportunity attack, but that's not the case in 4th Edition. That might be the source of confusion here.
 

NB If you have to stand in an adjacent square because your square is occupied, that *IS* movement so per the RAW does provoke!!
 


I will point out that if it's really important to your PC, you can take the Low Crawl feat, which lets you shift while prone.
