) for why the Clone Troopers and Storm Troopers generally get statted out differently in games (and performance in the movies) is that the Clones were trained only for combat and the Storms had a more broad training (combat and law enforcement). Because the training was less focused (and the DNA strains were altered / weakened) we see a degrade in combat performance in Storms vs. Clones.
