Various Lucas quotes I've seen tend to make me believe the Stormtroopers are still clones, though possibly from a different base DNA pattern. Leaving aside the Ewok fight (which was silly, but would've been a lot cooler if they'd gone with Wookies as initially planned), Stormtroopers generally are pretty competent unless they're up against the heroes. When they board the Tantive IV or assault the Rebel base on Hoth, they look like a suitably tough force. It's only when they have to shoot at one of the major characters, who inevitably stands out in the open and poses heroically, that the Stormtroopers look like keystone klones.

It actually works this way in RotS, too -
[sblock]the clones going after Obi-Wan and Yoda were clearly idiots when compared to the overkill delivered on the other Jedi. One shot at General Kenobi, the guy who just schooled Grievous? Two guys going after the most powerful Jedi known? Please.[/sblock]

Nope, stormtroopers are typical recruits, just like any regular army. There are stories in the EU of people, Kyle Katarn for one, who were former stormtroopers. Are you trying to say that Kyle Katarn, who later became a Jedi Knight, was a Jango clone? I don't think so.

Yeah, I'll buy that. But you'd have to admit that the DNA strains must have really been let go, seeing how absolutely stupid the stormtroopers are compared to the clones.

No, but I would say that the EU is often ignored by Lucas, and that seems to be the case here. That of course is secondary to the point of stormtrooper competence, which as I noted is generally pretty decent when they're not interacting with the heroes. That makes them pretty much the same as the clonetroopers - assigned stats for each depend more on what specific scenes a GM chooses to focus on than any general superiority of one over the other.
 

yeah, definatly both. my only point was that the empire didn't stop using clones all together they just cut back the percentages or what not.

I think another explaination (fan rationalization? :p) for why the Clone Troopers and Storm Troopers generally get statted out differently in games (and performance in the movies) is that the Clones were trained only for combat and the Storms had a more broad training (combat and law enforcement). Because the training was less focused (and the DNA strains were altered / weakened) we see a degrade in combat performance in Storms vs. Clones.
