Starfolk. Help me make this a monster!

Am I doing this right?

Starfolk
Based on star-nosed moles in appearance, these interplanar travelers have underground colonies on many worlds.

Size: Small
Perception: Blind-Sight
Speed: 4 Burrow

Abilities: +2 Strength, +2 Intelligence
Skills: +2 Dungeoneering, +2 Arcana

Starfolk Weapon Proficiency: Starfolk are proficient with heat rays and death rays.
Brain Power: Starfolk start out at level 1 with an encounter power from any arcane or psionic class.

Weapons:

Heat Ray
Advanced Energy Weapon
Proficiency: +2
Damage: 1d8 fire
Miss: half damage
Range: 10

Death Ray
Advanced Energy Weapon
Proficiency: +2
Damage: 2d8 radiant
Miss: half damage
Range: 10


OK, so now I'm thinking I want to take this and make some monsters out of it. Any suggestions?

you don't make monsters using a player race. For example check out the Dragonborn in the MM, one of them has wings! Likewise they all have unique abilities instead of class abilities. There are rules in the DMG for making monsters. Look that the MM to get some ideas for monster special attacks and other abilities.
