I think it was the "amazon jafar" episode that officially retconned it to "jafar are geneticly dependant on recieving a symbiote by a certain age."

technicly, I'm not sure the episodes are completely irroconcilable. Tealc believed that his son didn't have to be implanted, but the kid was already sick when his mom had finally arranged for the primtar. As a first prime and generally of the upper jafar class, Tealc may simply have never faced the realities of life without symbiotes.
