Is there a feat or option that lets you use other ability scores for starting HP? I could have sworn there was, but now I'm starting to wonder if I'm getting my editions mixed up.

There are backgrounds that allow this. Born Under a Bad Sign and Auspicious Birth allow you to replace CON with your highest ability score for starting hp (but not surges).
 


While we're talking about backgrounds, Impiltur lets you use wisdom, and Thay lets you use Intelligence for starting hit points.

And for Githzerai Monks (as well as multiclass and hybrid monks), there is Zuoken's Centering (paragon feat) which lets you use Wisdom instead of Con for both hit points and surges.

Also, probably irrelevant but there is a Ring of Tenacious Will (Level 21) that lets you use Charisma to determine number of healing surges.

Holy Banana Boat! That may be the most powerful damn feat I've seen at any tier. It even lets you use Wisdom for Strength and Athletics checks, which I could easily see being a paragon tier feat of its own.
 




Meh.

People put way too much importance on Constitution. In 3rd edition, 4 points of constitution could mean a swing of half your entire hitpoint total. In 4th, it's four hitpoints.

It's not that big a deal outside of level 1.

Its more like 6 to 8 hps difference when you look at a build with a 20 stat. LIke a 20 Dex Monk etc
