Starting with Magic Items in OOA (Spoilers)

Id just tell the dude with the DM cert that it probably might not be the best idea to use that character in the adventure. I wouldnt tell them why, but Id give them a heads up. THey can think whatever they want, but as long as you are giving them the official dm advice then there should be no comeback by any player.

Agreed; that's what we did here with mine. Whenever we start an Wednesday Encounters season, I mention to anyone who is interested in it that also plays (or is thinking about playing) Expeditions the same spiel: You can technically bring characters from one to the other and vice versa, but it is not recommended for Reasons (makes some continuity awkward, can too easily outlevel the tier being played, etc.) and suggest they have a separate character for Encounters -- at least until it's done, and then they can move their character over into Expeditions.

Same with this time around, altho I even more strongly suggested the same approach on this one, with lots of emphasis on the fact that this one was not similar to how the others were, and had 'additional factors' that made cross-play even less recommended than normal. As it turned out, we didn't have any new DMs with the starting rewards there (tragically, despite attempts, we never got any packet for this season at our local store), but if we had, I would have stressed the situation to him/her even more emphatically. If they wanted to still do so after all the strong hints, well, that's on them at that point.

I had a chat with the player with the item, the DM with the new character, and the DM of OotA (Tonight was their Session Zero). We suggested that they would likely be happiest if they started the game without magic items. Once they realized something was up, they went with this suggestion.
