It's not a double weapon. A double weapon is something that can be used in both hands, and that's a little small.

Honestly?

I'd say it's nothing more than a particularly elaborate kukri or dagger, possibly magical. Maybe give it a bonus to resisting disarm checks.
 

It seems to be pretty much all looks.. not only does it look fragile and vulnerable to sunders, the blades in the middle there look like they act as a nice funnel to direct the enemy blade right onto your hand ;)

I agree that it isn't double, but I don't think it would be like a Kukri. A Kukri is a particular kind of blade that is very heavy, forward weighted with a forward angled tip; very deadly and effective (technically a good sized kukri would be more deadly than a short sword, tink of it as a cross between a knife and a handax). This doesn't fit that. I would call it a fancy dagger.

Also, I don't hink it would be very practivle to weild; too elaborate.

I know what a real-world kukri is. All I'm sayin' is that, mechanically, that thing might be a dagger (1d4, 19-20/x2) or possibly a kukri (1d4, 18-20/x2) if you wanted to make it cooler.

EDIT: Uh, yeah ... 19-20/x2. :)
