I just ignore the naming conventions of staves, wands and rods. Instead, the feats refer to exactly the types of powers you can bind into an item, not the style of an item itself (largely because Rod of Wonder just seemed...wrong). So, wands mean you can bind one spell and power it by charges, staff's mean you can bind multiple spells and power them by charges, Rod means you can do the big nasty things. Once you create it, you can call it whichever of the three you want.
