In answer to your question, we are designing our own system that plays to the strength of Living Arcanis, i.e. strong story/role-playing with Epic Fantasy play.
3.5 and more so (form what I've seen) 4E emphasize tactical game play, which is fine for D&D. PCI's philosophy has always been, "Its the story, not the Stats", meaning that the fact that you can do X damage is not as important as can you manage to roleplay your way through a tough moral issues that impact not only your PCs life, but that of your nation/race/world?
Now that does not mean that we won't have combat, given that some of our most popular events at Conventions are our Battle Interactives, where hundreds of players lead armies (on both sides of the battle) to determine the outcome of a certain war and the direction of the campaign.
Though still in development, our system will be robust enough to continue to support gritty battles, but at the same time reward out-thinking your opponent (whether in avoiding needless combat or social interactions) more than just giving XP for killing creatures/opponents.
I would also like to mention that the new Arcanis system will not be the system we use for Witch Hunter: The Invisible World. We feel strongly that the core mechanics accentuate and compliment the setting.
Lastly, I would like to assure our players that I will be true to my promise made at the outset of the Living Arcanis camapign that I will finish out the current six year story arc in the current system (3.5E). It is only at the start of the next story arc that the system will change.
