Hyp, but what about the lightning bolts it allows to be shot out? Should the target of those not benefit from its SR?

The lightning bolts don't have a 'target' as such. The spell permits the target to deliver lightning bolts, and if those lightning bolts hit someone, they deal damage.

There was another thread recently talking about SR, where there was a spell that behaved like an 'Effect' spell even though it was a 'Target' spell. Can't remember what the spell was, though. If you want to apply that sort of logic to it, the lightning bolts are pretty much an Effect, and so you could rule that the SR text for Effects is relevant.
